Partial agreement

Partial agreement is a term used within the Council of Europe to a major activity of European cooperation that is organized by the Council of Europe but does not include all of its member states. This form of activity dates from a resolution adopted by the Council of Europe’s Committee of Ministers on 2 August 1951. citation needed ] The resolution for the adoption of agreements of a limited number of member states, without the participation of the remainder. Any expenditure would be made by the participating states alone. This form of variable geometry in inter-governmental cooperation has not been imitated by other international organizations. This form of cooperation also permits some activities to include non-European states as full-fledged participants. The Ministers‘ Deputies are the representatives of the Council of Europe Committee of Ministers at Strasbourg . While the Committee of Ministers is the executive organ of the Council of Europe, it actually only meets the year in Strasbourg, in what is known to the ministerial sessions. They are the permanent representatives , mostly of ambassadorial rank, the heads of their countries‘ diplomatic missions in Strasbourg. So most of the time that the Committee of Ministers is actually having something, it is actually the deputies who have taken the decision. Their decisions have the same weight and effect as the Committee of Ministers. Ian Micallef (born 6 September 1969, Gzira , Malta ) is the President of the Chamber of Local Authorities of the Congress of the Council of Europe . He was elected to May 2006 and re-elected on May 27, 2008 for a two-year period; he was also Acting President of the Congress from December 2008 to October 2010.
